Waarom wordt er alleen gebruik gemaakt van MEE om in kaart te brengen hoeveel inwoners door de maatregel getroffen zullen worden?

MEE is het door het rijk aangewezen orgaan dat in eerste instantie de zorg heeft voor de eerste opvang van personen, die als gevolg van de herindicaties niet meer in aanmerking komen voor begeleiding. Het CIZ die verantwoordelijk is voor de herindicaties wijst deze doelgroep in de beschikking erop, dat zij gebruik kunnen maken van de eerste ondersteuning van MEE Twente. Met ondersteuning van MEE wordt in eerste instantie onderzocht van welk eigen netwerk en/of voorliggende (algemene) voorzieningen deze personen gebruik kunnen maken. MEE is een van de middelen om personen uit de doelgroep(en) in beeld te krijgen.
Een ander middel is het actief benaderen van personen op de lijst van het CIZ, alsook betrokken welzijns-en zorginstellingen actief benaderen (zie vraag 2).Ook van deze optie hebben wij gebruik gemaakt.

2. Waarom worden er niet ook andere instanties (bv. SWOD, ANGO, woonzorgcentra) benaderd om op zijn minst te achterhalen hoeveel mensen waarschijnlijk te maken krijgen met de maatregel?

Op 24 november 2009 (brainstormsessie) is afgesproken om voor de korte termijn de doelgroep te bereiken die de indicatie per 1-1-2010 zijn kwijtgeraakt. Door middel van het door ons rechtstreeks aanschrijven van deze personen (aan de hand van een lijst van het CIZ met toestemming van deze cliënten) met een verwijzing naar MEE op 9 december 2009, alsmede het plaatsen van een artikel in DinkellandVisie is daar direct een start mee gemaakt. Verder is op 24 november de deelnemende instellingen gevraagd alert te zijn op signalen en zonodig in eerste instantie te verwijzen naar MEE Twente of anders ons zorgloket.
In aanvulling hierop zijn instellingen benaderd die dagvoorzieningen aanbieden.
Op 27 januari jl. heeft een overleg plaats gehad met Zorggroep St.Maarten en SWOD over een directe oplossing inzake de dagvoorziening voor deze doelgroep in de kernen Denekamp, Weerselo, Rossum en Oormarsum. Hiervan is bekend dat het om 14 personen gaat. Zij maken vanaf 1-1-2010 nog steeds gebruik van hun dagvoorziening.
Daarnaast hebben wij contact met Aveleijn, waarvan bekend is dat er 12 personen zijn die minder uren geïndiceerd hebben gekregen.Deze personen maken nog steeds gebruik van de dagvoorziening. Hiervan hebben er 6 personen een bezwaarschrift ingediend. Deze personen behouden hun oude indicatie tot er een besluit op hun bezwaarschrift genomen is. Met de leiding is afgesproken ons op de hoogte te houden van de verdere ontwikkelingen.
Van de Nederlandse Hervormde Gemeenschap Ootmarsum is bekend dat zij samenwerking zoeken met Zorggroep Sint Maarten in Ootmarsum.Ook van hun zijde zijn nog geen meldingen bekend.
Op basis van de contacten met MEE Twente, Zorggroep Sint Maarten, SWOD, Aveleijn, Nederlands Hervormde Gemeenschap Ootmarsum, Zorgboerderij Erve het Remerman zijn ons op dit moment geen namen van personen bekend die door de maatregel AWBZ nu geen opvang meer krijgen.

3. Enkele van deze instanties hebben al hele goede ideeën v.w.b. een mogelijke oplossing voor de ontstane problemen in de dagopvang en hebben ook al aangegeven hierover mee te willen denken. Waarom maken we als gemeente geen gebruik van de expertise bij deze instanties?

Met verwijzing naar het antwoord op vraag 2 maken wij van de expertise die deze instellingen hebben gebruik om gezamenlijk tot afspraken te komen. Verder is nog onduidelijk over welke andere doelgroep(en) van personen en welke instellingen het nog meer gaat. Hiernaar wordt onderzoek gedaan. Er wordt op dit moment onderzocht of nog andere doelgroepen en instanties hierin een rol kunnen spelen.

4. Waarom wacht het college met het uitwerken van nadere voorstellen tot de inventarisatie rond is?

Er is reeds voorgesteld om voor de doelgroepen die hun ondersteuning zijn kwijtgeraakt en die reeds gebruik maakten van de dagvoorziening van Zorggroep Sint Maarten dit project financieel te ondersteunen. Voor alle duidelijkheid: er wordt geen individuele voorziening verstrekt. Mochten zich tijdens dit onderzoek andere instellingen aandienen die ook voor deze doelgroepen reeds activiteiten bevorderden dan zullen wij hen op dezelfde wijze tegemoetkomen.

Duidelijk is dat op dit moment nog geen exacte aantallen en/of grootte van doelgroep(en) gegeven kan worden. Wel mag ervan worden uitgegaan dat er behoefte is aan een vorm van begeleiding, zowel individuele als groepsbegeleiding. Aan de hand van overleg met de betrokken aanbieders zal duidelijk moeten worden waar de knelpunten liggen op basis waarvan wij concrete afspraken willen maken. Op het moment dat ons berichten bereiken dat daadwerkelijk personen of doelgroepen thuis komen te zitten zullen wij concrete afspraken maken tbv een alternatieve voorziening. Hierbij zal het besluit m.b.t. de dagvoorziening bij Zorggroep Sint Maarten als voorbeeld dienen.

5. Is het college het met ons eens dat er snel actie zal moeten worden ondernomen om te voorkomen dat mensen per 1 maart 2010 nog steeds geen zicht hebben op “vervangende dagopvang”?

Met de beantwoording van vorenstaande vragen hebben wij tevens willen aangeven dat wij het belangrijk vinden zo snel mogelijk voor deze doelgroep(en) van personen e.e.a. te willen regelen op het terrein van begeleiding.

6. Wat gaat het college doen om te voorkomen dat er nog meer tijd verloren gaat met wachten op elkaar?

Wij trekken de lijn door waarmee wij ook gestart zijn nl. rechtstreeks benaderen van de doelgroep, nader overleg voeren met de betrokken instellingen, concrete afspraken met hen maken en dit uitwerken in een voorstel. Hoewel het tijd kost gaat er op deze wijze geen tijd verloren.

7. Is het college het met ons eens dat er per 1 maart een actieplan klaar moet liggen, zodat mensen die vanaf die datum niet meer in aanmerking komen voor dagopvang daarvan met onmiddellijke ingang gebruik kunnen maken?
