De fractie van Lokaal Dinkelland heeft dit onderwerp aangetekend als bespreekstuk voor vanavond.

In de commissie vergadering is dit voorstel van het college besproken en daarin hebben wij onze bedenkingen kenbaar gemaakt. We danken het college voor de nagezonden informatie. Opmerkelijk is dat ook de VVD als coalitie partij haar bedenkingen en kritische vragen had.

De zorgen van de fractie van Lokaal Dinkelland zijn dat de gemeente hier met gemeenschapsgeld gaat hobbyen en werkzaamheden gaat uitvoeren waartoe zij niet volledig ervaren is.

Dit brengt risico’s met zich mee.

De gemeente moet niet gaan ontwikkelen, nee de gemeente moet voorwaarde scheppend zijn. En dat is hier juist mogelijk.

We vinden het een goed idee dat de gemeente dit perceel gaat afstoten dat past in het beleid van afstoten van gemeentelijk vastgoed

En we vinden het juist dat het college dit perceel uitsluitend en alleen voor woningbouw wil gaan bestempelen.

Daar houdt naar de mening van de fractie van Lokaal Dinkelland de bemoeienissen van de gemeente ook op. Dit is een inbreidingslocatie voor woningbouw, en moet niet door de gemeente worden ontwikkeld.

Ga niet slopen.

Ga niet asbest saneren

Ga eventueel geen bodem sanering uitvoeren?

Ga niet bouwrijp maken.

Ga geen definitief bestemmingsplan vaststellen.

Dit is geen plan Pierik waar gegadigden een vastgelegd perceel kunnen kopen om op te bouwen.

Ga geen kosten maken terwijl de totale uitgaven niet met zekerheid zijn te bepalen. De gemeente heeft zeer slechte ervaringen met het spelen van project ontwikkelaar. Ik denk daarbij even aan het klooster in Ootmarsum.

Waarom hier het geld van onze inwoners in de waagschaal leggen? Dit is speculeren en dat hoort het college niet te doen.

Opmerkelijk dat de VVD hierin meegaat, ik heb hun toch vaak horen zeggen dat dit geen taak is van de gemeente, maar van gespecialiseerde markt partijen. Je moet de markt z’n werk laten doen.\

Dus ons verzoek is om aan het perceel Hopmanstraat geen extra kosten te spenderen dan uitsluitend de kosten voor verkoop, zoals het perceel er nu bij ligt.

Dit met de verplichting dat de bestemming woningbouw is en met een tijdsverplichting voor ontwikkeling en realisatie na goedkeur bestemmingsplan.

Dan de bestemming.

Het college heeft het voorstel om hierop de bestemming te wijzigen en dit perceel te bestemmen voor 5 grondgebonden woningen.

Als dit wordt aangenomen, wat zal gebeuren als er nu niet iets wordt gewijzigd, ligt hiermee voor een groot gedeelte de bestemming vast. Kavels van rond de € 75k en dan moet de bouw nog beginnen.

Voorzitter we hebben in de strategische agenda met elkaar afgesproken dat we moeten bouwen naar behoefte en vooral voor senioren en starters. Dit worden met dit voorliggende plan geen woningen voor starters en senioren.

Nee, de kosten worden veel te hoog.

Nee, dit is weer geen bouwplan naar behoefte.

Nee, het college houdt zich niet aan de samen gemaakte afspraken van de strategische agenda.

Met het vaststellen van een bestemmingsplan giet het college het plan in beton en kan een marktpartijen hier naar eigen inzicht geen andere invulling van maken, of men moet de procedure opnieuw doen. Dus dan zijn de gemaakte kosten van de gemeente ook weggegooid geld.

Laat dit aan een potentiële koper over men een minimale realisatie verplichting.

Voorzitter, om het college te bewegen dit voorstel te wijzigen willen we de volgende motie indienen en met uw goedvinden lees ik die nu voor en ben daarna benieuwd naar de mening van de andere fracties.

Constaterende:

Dat ter besluitvorming voorligt het voorstel een grondcomplex in te stellen en de bijbehorende grondexploitatie vast te stellen voor woningbouwontwikkeling op de locatie Hopmanstraat 30 te Denekamp;

 

Dat de locatie Hopmanstraat 30 onderdeel uit maakt van de af te stoten vastgoedlocaties;

Dat het college voornemens is deze locatie te bestemmen voor grondgebonden woningen;

Dat de gemeente Dinkelland actief stuurt op de ontwikkeling van inbreidingslocaties;

Dat het college voor deze locatie het bestemmingsplan wil wijzigen, maar als gemeente ook het geheel bouwrijp wil maken, inclusief sloop en eventuele sanering;

Dat het college uitvoering geeft aan het coalitieakkoord waarin vastligt dat wordt geprobeerd te voorzien in de woonbehoefte van senioren en starters;

Dat door het bestemmen van deze locatie voor grondgebonden woningen waarschijnlijk niet aan deze doelstelling wordt bijgedragen;

Dat de gemeente veel kosten maakt voor de bestemmingsplanwijziging, het slopen, het mogelijk saneren en het bouwrijp maken;

Dat de gemeente hierdoor voor een deel als ontwikkelaar gaat optreden, een rol die niet bij de gemeente past en die in het verleden niet altijd succesvol is gebleken;

Dat het college met de voorgenomen bestemmingsplanwijziging andere bewoning blokkeert;

Spreekt uit:

Het essentieel te vinden dat de gemeente niet op de stoel van projectontwikkelaar gaat zitten;

Het zeer onwenselijk te vinden dat het grondbedrijf hoge kosten maakt voor de ontwikkeling van deze locatie, waardoor het uiteindelijke rendement zeer mager is;

Het belangrijk te vinden deze locatie uitsluitend en alleen voor woningbouw te bestemmen;

Het essentieel te vinden dat inbreidingslocaties als deze op korte termijn worden ontwikkeld;

Het belangrijk te vinden dat op deze locatie niet uitsluitend grondgebonden woningen worden gerealiseerd, maar dat aan ontwikkelaars de ruimte wordt gegeven hierop ook woningen voor eventueel senioren, starters en een- en tweepersoons huishoudens te realiseren;

Draagt het college op:

I. Voor het door de raad in te stellen grondcomplex Hopmanstraat 30 uit te gaan van de realisering van minimaal 5 grondgebonden woningen.
II. In de door de raad vast te stellen grondexploitatie het als gemeente zelf uitvoeren vanaanvullende uitvoerende werkzaamheden achterwege te laten.
III. Dit perceel te koop aan te bieden voor uitsluitend woningbouwontwikkeling.

En gaat over tot de orde van de dag.
